Santa Clara County jail services include custody searches, visitor registration, in-person visits, and commissary deposits for people held at the Main Jail in San Jose and the Elmwood facilities in Milpitas. This article explains which facility handles each service, how to use the official custody and visiting systems, what information to prepare, and which rules can affect a visit or deposit.

The County of Santa Clara Sheriff’s Office operates the jail system through its Custody Bureau. A custody search, a visitor application, and a commissary deposit serve different purposes. Locating someone in custody does not approve you to visit, and depositing money does not create a visiting appointment. Keeping these processes separate helps prevent wasted trips and errors when entering identification numbers.

Main Jail and Elmwood Facilities

The Sheriff’s Office Custody Bureau oversees the Main Jail Facility, Elmwood Correctional Men’s and Women’s Facilities, and divisions responsible for classification, custody support, administrative services, compliance, and restorative services. For families and friends, the most useful distinction is the person’s current facility and housing assignment, because visiting arrangements vary by location.

Main Jail in San Jose

The Main Jail Complex is in downtown San Jose near the intersection of West Hedding and San Pedro streets. The facility receives and books people arrested in the county. The Sheriff’s Office explains that many people booked there are cited and released or post bail on their charges. A booking at Main Jail therefore should not be treated as confirmation that someone remains housed there.

Main Jail uses both direct and indirect supervision. In direct-supervision housing, an officer works within a locked module or dormitory, and incarcerated people use a common day room for meals and programs. For visitors, however, the practical concern is the current housing assignment and the appointment available through the visiting system.

Elmwood Facilities in Milpitas

The Elmwood Complex Men’s Facility houses minimum- and medium-security male inmates. Its housing includes units with different supervision arrangements and barracks-style housing for minimum-security inmates. The men’s visiting lobby is at the West Gate, facing the northbound lanes of Interstate 880 and accessible from the Great Mall Parkway exit.

The Elmwood Complex Women’s Facility houses women separately from the men’s facility and accommodates all security levels. Although both facilities are part of Elmwood, their published visiting schedules depend on housing units. Do not choose an appointment based only on the name “Elmwood” or assume that a time available for one unit applies to another.

Searching for Someone in Custody

The Sheriff’s Office provides an official Who’s in Custody search. Its search form includes fields for last name, first name, birth date, gender, PFN, and booking number. The birth-date field uses the format mm/dd/yyyy.

Prepare the person’s identifying information before searching. Enter names and dates accurately, and review the information you entered if the system returns no records. When you already have a PFN or booking number, keep that number available for later custody-related tasks.

PFN and Booking Number Differences

The search form treats PFN and booking number as separate fields. These identifiers also appear in different service instructions. For example, mailed commissary payments require the incarcerated person’s name and PFN, while the telephone deposit instructions specify the booking number, identified as the CEN number.

Do not substitute one number for another simply because both refer to the same person. Read the label on the form or payment instructions before entering a number. Requests for written visiting permission following a felony conviction require both the incarcerated person’s PFN and booking number.

Visitor Registration and Approval

Main Jail and Elmwood use the Online Visitor Registration system, commonly called OVR. All social visitors must register and receive approval before scheduling a visit. Registration is available online, and appointment reservations can typically be made online at any time, subject to approval and availability.

The Sheriff’s jail visiting appointment page announces that a new OVR platform launched on February 18, 2026. Visitors must re-register in the updated system to schedule new visits. Someone who used the previous platform should complete the new registration rather than assume that an older account is sufficient.

Identification and Processing Times

Visitors need valid government-issued photo identification. Accepted identification includes a driver’s license or government ID card, passport, Green Card, Mexican Consulate Card, or U.S. military ID. The person registered in OVR must present the identification used for registration when arriving for a visit.

Provide a valid email address so you can receive notification of the application’s approval status. Main Jail’s registration instructions allow up to seven business days for approval. Elmwood’s facility instructions describe a two- to four-business-day processing period. The updated-platform notice also warns that increased demand can extend approval beyond three or four days. Leave time for processing before planning a visit.

Main Jail provides an application-status telephone option for people without a valid email address after a seven-day waiting period. Telephone responses may be delayed. Registration approval and appointment availability are separate steps: an approved application does not reserve a visiting time.

Conditions That Can Prevent Approval

The published rules identify circumstances that can lead to denial, including an open or pending court case, an active warrant, probation or parole, certain convictions, and a no-contact restraining order involving the person you want to visit. Previous violence, assaultive behavior, sexual offenses, or offenses committed in custody can also affect approval. Jail administration retains discretion over visitor approval and facility safety.

Some restrictions differ between facilities. Main Jail identifies custody within the preceding 60 days as a reason for denial, excluding people booked and released on the same day. Elmwood identifies custody within the preceding two years. Main Jail also lists being out on bail for an open or pending case. Review the rules for the facility involved rather than applying one facility’s screening standards to the other.

Requests for Special Consideration

A person who falls within a listed restriction may write to the appropriate Facility Commander explaining why special consideration is requested. Main Jail asks for the applicant’s full name, birth date, driver’s license or ID number, current address, telephone number, and email address if applicable. Elmwood asks for the applicant’s full name, birth date, driver’s license or ID number, and current address.

The facility rules state that people with felony convictions or prior state-prison incarceration need written consent from the Facility Commander to be on jail grounds. Requests for that permission should include the incarcerated person’s name, PFN, and booking number; the visitor’s full legal name, birth date, and driver’s license number; and an explanation of steps taken since the conviction to address the issues leading to incarceration.

These requests are considered by jail administration; approval is not guaranteed. Address a Main Jail request to the Main Jail Facility Commander and an Elmwood request to the Elmwood Complex Commander, using the corresponding address in the office list below.

Scheduling an In-Person Visit

Appointments are accommodated on a first-come, first-served basis through OVR. Main Jail’s instructions allow approved visitors to schedule up to two weeks ahead. Elmwood allows scheduling up to 21 days from the request date when space is available, and online reservations must be made at least 24 hours in advance.

Elmwood permits appointments by telephone or online. Online appointments can be changed or canceled, but same-day changes cannot be made online. For a same-day cancellation or change, contact the Elmwood Visiting Office during its published business hours: Monday through Friday, 8 a.m. to noon and 1 p.m. to 4:30 p.m.

Visit Lengths and Weekly Limits

Main Jail’s published rules allow two 60-minute visits per week. Up to two adults may visit, with each adult receiving a 30-minute visit. Elmwood allows up to two 30-minute visits per week and no more than one visit per day, space permitting. At Elmwood, up to two adults share the visit and enter together. Sunday is the first day of Elmwood’s visiting week.

Housing assignments affect appointment schedules. The Elmwood men’s visitation rules distinguish evening visits for specified housing units from weekend visits for minimum camp. The Elmwood women’s visiting instructions provide schedules organized by housing unit and day. Use the schedule applicable to the person you intend to visit.

Cancellations and Scheduling Blocks

OVR will not allow a visit to be scheduled when the incarcerated person has lost visiting privileges through disciplinary action or has a pre-scheduled court date. A facility emergency can also cause a visit to be canceled without advance notice.

At Elmwood, a move to a new housing unit automatically cancels scheduled visits. Visitors may then reschedule through OVR if space is available. Main Jail also warns that housing relocations can cause cancellations. A reservation should therefore be reviewed again before traveling.

Late arrival results in cancellation. Main Jail states that missing or canceling a scheduled visit counts as a visit. Elmwood states that missing a scheduled visit without canceling in advance counts as a visit. These differences matter when planning around the weekly visiting limit.

Arrival and Required Documents

Main Jail requires visitors to check in 30 minutes before the appointment. Elmwood requires check-in 45 minutes before the appointment. Plan around the check-in requirement, rather than arriving at the time the visit is supposed to begin.

Bring the original identification associated with your OVR registration. Elmwood specifically states that photographs and photocopies of identification are not accepted. If your ID is lost, register another valid government ID before the next visit. If your ID has expired, Elmwood requires the original government-issued temporary ID together with the expired photo ID.

Children Accompanying Adult Visitors

Children must remain supervised and well behaved throughout the visit. At Main Jail, children must be biologically related to the adult visitor or incarcerated person, and an original or notarized birth certificate is required for each child at every visit.

At Elmwood, children must be the child of the visitor or incarcerated person. Each child needs an original birth certificate, although a court order showing legal guardianship by the visitor or incarcerated person may be substituted. Leaving a minor unattended is grounds for terminating an Elmwood visit.

Anyone age 18 or older is counted as an adult and must have an individual OVR account and visiting approval. Do not include an adult child in an appointment as though the person were a minor accompanying an approved visitor.

Security Screening and Clothing Rules

All visitors must pass through a metal detector and comply with required searches. Elmwood allows each visitor three opportunities to clear the detector. Remove metal items before screening and avoid clothing or footwear containing metal, including steel-toed shoes. Visitors with internal metal hardware must present medical verification.

Visitors may bring one car key. When accompanying an infant, permitted supplies include one diaper, a reasonable amount of wipes, and one premixed formula or white-milk bottle per child. Devices capable of audio recording, video recording, photography, or cellular communication are prohibited. Elmwood also expressly prohibits smart watches.

Leave prohibited belongings in your vehicle or use an available locker. Elmwood lockers require a $0.75 deposit in quarters. Main Jail lists locker deposits ranging from $0.25 to $10. Elmwood prohibits money in the visiting area, so locker money should not be carried into the visit.

Clothing That Can Cause Denial

Visitors must wear closed-toe shoes and clothing that meets the facility dress code. Sandals, open-toe shoes, hats, medical attire such as scrubs, clothing resembling custody-issued clothing, and law-enforcement or military-patterned clothing are prohibited.

Dresses, skirts, including slit skirts, and shorts may not extend more than two inches above the knee. Clothing must not expose the torso, back, shoulders, chest, or midsection, and undergarments must remain covered. Transparent clothing, strapless clothing, halter tops, spaghetti straps, tank tops, and clothing displaying obscene or offensive words or drawings are prohibited.

Pockets must be emptied, and jackets, coats, or sweaters must be removed for search. Buttons and zippers must remain fastened. Questions about clothing should be directed to the Information Desk Officer or visiting deputies. A clothing violation can result in denied entry and a canceled visit.

Conduct During Social Visits

Social visits have no expectation of privacy and may be monitored or recorded. Disruptive behavior, loud or abusive language, obscene language, or conduct that threatens facility safety can lead to termination of a visit and restrictions on future visiting privileges.

The Sheriff’s rules state that introducing contraband can result in prosecution and a permanent visiting ban at both jail facilities. Visitors whose privileges have been suspended may write to the Facility Commander requesting reinstatement, but reinstatement is not guaranteed.

Commissary Deposits and Purchases

The Sheriff’s custody commissary instructions explain how money is maintained in an incarcerated person’s account and how commissary purchases are delivered to housing units. Available items include food, hygiene products, stationery, reading glasses, and personal items.

Account funds can include cash held at the time of arrest and later deposits from family or friends. Commissary purchases use money in that account. The Sheriff’s Office states that it receives no commission from commissary sales.

Lobby Deposits and Account Identifiers

Kiosks in the Main Jail and Elmwood lobbies accept cash and Visa or MasterCard credit or debit cards. The published instructions state that deposited funds are available within 24 hours.

The telephone deposit instructions identify facility code 295110 and require the booking number, or CEN number, when the depositor is prompted for the inmate ID. Mailed payments instead require the person’s name and PFN. This is a practical reason to keep the two custody identifiers separate when preparing a deposit.

Mailed Money Orders and Cashier’s Checks

Families and friends can avoid a deposit fee by mailing a money order to the facility where the person is housed. The instructions also allow a cashier’s check. Make the payment payable to Santa Clara County Department of Correction and include the incarcerated person’s name and PFN.

Include the sender’s contact information so staff can respond if there is no record of the person or the person has been released. Mail without a return address will be rejected. Address the envelope to Inmate Services at Main Jail for someone housed there, or to Inmate Services at the Elmwood address on South Abel Street for someone housed at Elmwood. The corresponding addresses appear below.

A mailed account deposit is separate from bringing belongings to a social visit. Visiting restrictions still apply, including the limited items permitted through screening.

Visits During Hospitalization

Main Jail’s rules provide for hospital visits beginning on the seventh day of hospitalization. These visits must be scheduled at the Main Jail North Lobby. If approved, the visitor receives a pass to take to the hospital and present to the assigned Hospital Deputy.

Hospital visits must follow the hospital’s regular visiting hours and policies. Two visitors may attend a 30-minute visit, with two visits allowed per week, Sunday through Saturday. Incarcerated people cannot receive items from social visitors during hospital visits.

Special visits may be approved for hospitalized people considered to be in grave condition by the Facility Commander or Assistant Division Commander. Other deviations from the published hospital visiting rules require Watch Commander approval.

Attorney and Law Enforcement Access

The facility rules allow attorneys and law enforcement officers to visit at any time without prescheduling. This access is separate from ordinary social visiting appointments.

Attorneys who need electronic devices for a client’s case must request and receive prior approval from the Facility Commander before bringing those devices into the jail. The professional-visit provisions do not change the device restrictions that apply to social visitors.

Jail FAQs

Can I order a gift pack instead of depositing money?

Yes. The Sheriff’s Office offers online gift-pack purchases for delivery to incarcerated people. This lets you select a package rather than add money for the person to spend later. The county’s gift-pack instructions explain that products are bundled rather than sold individually, and some items available through regular commissary purchases may not be offered online. Credit and debit cards are accepted, and packages arrive on regular delivery days. Do not plan around an immediate or personally selected delivery time.

What if I forgot my jail visiting login?

The published facility instructions direct visitors to request forgotten usernames or passwords by emailing the appropriate visiting office. For Main Jail, prepare your full name, birth date, driver’s license or ID number, and the date that identification was issued. Elmwood’s instructions require your full name, birth date, and driver’s license or ID number. Use the recovery instructions on the official facility page rather than putting identifying details in a general website feedback form.

Why won’t staff explain my visiting denial?

A denied application does not necessarily come with a detailed explanation. The Main Jail application rules state that staff cannot legally disclose or provide further information when an application is denied. Elmwood specifically states this limitation for denials based on criminal history. A lack of explanation should not be interpreted as a technical error or approval to enter jail grounds.

Can someone get proof of classes completed in jail?

The Custody Bureau page includes an “Edovo transcript and certificate request” option for participants who completed self-paced instruction on an Edovo tablet. Follow that option for documentation of completed coursework. The same page separately links to county Reentry Services for assistance with reintegration into the community; educational documentation and reentry assistance are different requests.
